Subcontracting Opportunity: Peer Employment Program Curriculum Development
CSH is seeking a subcontractor to provide key support related to a new Peer Employment initiative. The subcontractor will provide technical expertise, materials, and support to prepare CSH to implement peer training for individuals with lived experience of homelessness to work as housing navigators and community health workers. Subcontractor will have established proficiency developing, adapting, and implementing curricula to meet the needs of community- based providers as well as a deep understanding of peer culture and values and experience translating these values to traditional employers.
- Work/Advisory Group meetings
Provide feedback and expertise for workgroup planning emphasizing organizational readiness, contracting considerations, supervision standards, accommodations, HR and hiring practices, recruitment/enrollment, and funding sustainability including written materials for recruitment and assessment protocols. Provide insights from subcontractors own experience of successful elements in peer trainings, emphasizing health care navigation and state certification process.
- Program Development support
Facilitate collaboration with peer specialist advocacy systems in California. Provide recommendations and adapt existing content to program, including strategy documents detailing job descriptions for peers and supervisors, certification and/or performance requirements, improvement standards, rate projections, and metrics for peer performance. Facilitate direct connections and foster collaboration with California peer leaders and networks to inform program implementation and curriculum development.
- Curriculum Development
Provide key elements and schedule for individual trainings. Review practice implications, barriers to training success and recommendations for external training consultants. Provide materials for ‘train the trainer’ supervisor trainings.
- Implementation Planning
Develop timeline for training implementation, internship support, and employer trainings. Provide guidance on development of policies and procedures including adaptation of documents related to recruitment, assessment, and enrollment. Guide adaptation of internship support structure, including rights and responsibilities and ongoing peer support.
Expected Outcomes, Milestones, and Deliverables:
Deliverable 1: Peer employment curriculum for individuals with lived experience of homelessness, adapted from existing peer specialist training and integrating key components identified by working group and other stakeholders to meet community needs.
Deliverable 2: Implementation plan informed by development of curricula, needs of community, and state specific health care opportunities.
An amount not to exceed $10,000 is available for this project.

- Special consideration will be given to small, disadvantaged, minority or women-owned businesses
Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation insurance while performing work under a CSH subcontract. CSH subcontractors cannot have existing, pending or expired debarments or other preclusions on doing business with (either directly or indirectly) with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.
